The Premier of KZN, Dr Mkize, addressed an audience at the ICC on 30 August which was convened to announce the introduction of Operation Khokha Ngeskathi. He acknowledged that there were ongoing problems concerning payment to service providers. He outlined the background to the problem as follows: 

The Minister of Finance has published new regulations in terms of the Preferential Procurement Policy Framework Act ("PPPF Act").  These were published in the Government Gazette on 8 June 2011 and will take effect from 7 December 2011. This is a short summary of the new contents of the regulations only.

In anticipation of the next phase of its growth plan the Green Building Council of South Africa (GBCSA) announced the appointment of its new Chief Executive Officer. Mr Brian Wilkinson, a 27 year property sector veteran was appointed to the position as Chief Executive Officer. Wilkinson held several managerial positions in the property sector with Old Mutual.
