cidb Building Skills Policy:  Urgent feedback required

cidb LogoPlease note that the Construction Industry Development Board (cidb) has issued a Draft Building Skills Policy and is affording the industry an opportunity to comment thereon.

The Building Skills Policy has potentially huge implications on the Building Industry and you are urged to consider its provisions and revert to the Association with your comments.  We will be collating comments and meeting with representatives from the cidb on 1 September to table and discuss any concerns.  

Essentially the policy promotes human resource development by dedicating 1% of the total contract cost on a project for workplace training of interns and upskilling company employees that result in nationally accredited outcomes.  It is envisaged that this policy will apply to all Public Sector contracts with a contract value of greater than R4million and a duration of longer than six months.  

The responsibility for ensuring compliance with the policy will remain with the main contractor and contractors will also incur the following obligations, among others:

  1. Appointing a Training Co-ordinator
  2. Integrating the impact of the training on the project’s critical paths
  3. Developing a resource plan for the training of learners
  4. Ensuring that sub-contractors comply with their training obligations

and more.....

It is envisaged that contractors will allow for the 1% training dedication intenders but, from a worker point view and commitment of resources, the implications could go beyond this 1%, which will be paid by the clients.

Please consider the document and let us have any comment, be they comprehensive or relatively simple.  This our opportunity to let the cidb know if we are unhappy with this before it becomes mandatory.
