An update on the Construction Education and Training landscape

TrainingCETA

As you are aware, Mr Themba Mhambi was appointed by the department of Higher Education and Training as administrator of the Construction Education and Training Authority (CETA) from 25 March 2011 for a period of six months. This period was on the 26 September 2011 subsequently extended for a further six months.

What this means is that the CETA is no longer governed by a board that is representative of the industry that is serves, but by the administrator and his team.

The administrator met with the broader industry on 12 May for consultation workshop. 

MBSA subsequently met with him and his team on 23 May and a follow up meeting on 7 September. The issues discussed comprised:

  • Communication
  • Workplace skills plans
  • Discretionary Projects
  • CETA Board
  • CETA Constitution
  • Cub-sector Chambers
  • CETA Strategic Plan
  • CETA Funding Model
  • CETA Staff
  • Certificates
  • Trade Test Centres
  • Public FET Colleges
  • Fraud

The outcome of these engagements has been positive and CETA is ready to report back to industry. This will take place in the form of roadshows. The roadshow scheduled for KZN is scheduled for Monday 31 October from 10h00 to 15h00 with a venue to be advised.

Workplace Skills Plans

Thos who have completed their WSPs should have received some correspondence regarding their plans and should be receiving their mandatory grant deposit into their bank account. If there are glitches here and there please check with CETA.

Training

The Association is in the process of putting together the final touches for Construction Foreman Development. This course will cover the following disciplines:

o    Mentorship

Introduction to the programme

Mentoring apprentices on their journey to excellence

  • Explaining the concept of mentoring.
  • Describing the characteristics of a good mentor.
  • Explaining the importance of knowledge in mentoring.
  • Applying the skills and techniques required of a mentor.

o    Legal requirements

  •  Identify legal requirements
  •  Register with legal entities and bodies
  • Comply with legal procedures

o    Environmental management

  • Demonstrate an understanding of the value of environmental management
  • Implement environmental management initiatives during pre-construction activities
  • Implement environmental management initiatives during construction activities.
  • Implement environmental management initiatives during post- construction activities

o    Quality Management

  • Implement a quality management system on a construction project.
  • Assist in establishing and implement a quality improvement process on a construction project
  • Establish and implement a project quality plan on a construction project
  •  Implement a process control quality system and conform to quality acceptance control requirements

o    Monitoring and Controlling Costs and Production

  • Measure and record activity production and resource costs on a construction project.
  • Compile a production and cost activity report.
  • Control cost of construction activity
  •  Implement productivity improvement measures on a construction project

o    Supervision of health and Safety

  • Demonstrate an understanding of Health and Safety on a construction site
  •  Identify potential hazards in the work area.
  •   Limit damage to persons or property in the case of an emergency
  •   Identify and apply procedures related to transmittable diseases
  •   Develop and implement a Health and Safety Site plan
  •   Monitor the implementation of the Health and Safety plan, systems and procedures

o    Construction documentation

  • Understand and apply general conditions of contract
  • Demonstrate an understanding of & apply Codes of Practice & Ethics relevant to contract management
  •  Interpret and apply standardised and project specifications
  •  Interpret and apply tender and construction drawings

o    Setting out a construction work area

  •  Understand and apply surveying techniques and principles
  •  Set out works using only measuring tapes and a spirit level
  • Set out and check levels and profiles.
  •  Set out work using a theodolite

The pilot course, stating in January 2012, will be facilitated from the Master Builders Centre in Westville and then move to our Empangeni, Pietermaritzburg and Shelly Beach Centres.
