The Housing Consumer Protection Bill was circulated for comment. The Association submitted comments and a submission from the Master Builders Federation has been sent to the Department of Human Settlements.
Some of the concerns highlighted are as follows:
- The expansion into home renovation, additions, alterations and repairs is unworkable and impracticable. This will increase cost for contractors and home-owners.
- Homeowners would have to enrol their house if they are contemplating any alterations or additions.
- As the Bill reads currently should you have a leak on your incoming water main or need to repaint the house it will have to be enrolled.
- The entire definition of a home as it appears in the Bill will be challenged.
- All Developers operating within the housing sector would have to be registered with the NHBRC. This will also increase the cost of any development.
- The Contractors guarantee for the roof of any habitable structure is increased from one year to two years.
- Estate Agents will also have obligations in terms of the Bill.
- Comment on incorrect terms and clauses that are in conflict with the Constitution and law of South Africa.
