International Anti-Corruption Day

Corruption is a complex social, political and economic phenomenon that undermines democratic institutions, slows down economic growth and contributes to governmental instability. International Anti-Corruption Day signifies the United Nations campaign that calls on Government, private sector, non-governmental organizations, media and citizens from around the world to fight against the scourge of corruption.

International Anti-Corruption Day takes place annually on 9 December and this year’s theme is Recover with integrity.

“Corruption is criminal, immoral and the ultimate betrayal of public trust. It is even more damaging in times of crisis – as the world is experiencing now with the COVID-19 pandemic. The response to the virus is creating new opportunities to exploit weak oversight and inadequate transparency, diverting funds away from people in their hour of greatest need.” UN Secretary-General, António Guterres, Statement on corruption in the context of COVID-19

“Recover with integrity” highlights that only by putting effective corruption mitigation measures in place will a better recovery be possible. It also emphasizes that inclusive COVID-19 recovery can only be achieved with integrity.

Corruption Activity – Construction Sector

Transparency international, a watchdog organisation that monitors corruption throughout the world highlighted the following items amongst others as corrupt activities found in the construction industry:

  • Price fixing
  • Manipulation of pre-qualification
  • Bribery to obtain a tender award
  • Bribery during sub-contract procurement
  • Concealment of financial status
  • Intention to withhold payment
  • Submission of false quotation
  • False invoicing: supply of inferior materials
  • False work certificates
  • False variation claim
  • Issue of false delay certificate
  • False extension of time application
