DATA Costs to Reduce – Some Relief for Consumers

In the digital world we live in, for a nation to develop and prosper it becomes vital for the population to have access to information. Skills development, job applications and research can be done more feasibly online.  The high cost of data in South Africa makes information inaccessible to millions and results in lost opportunity for many.

According to a 2018 study by RIA South Africa ranks 35th in Africa, out of 50 ranked countries, with an average 1GB prepaid mobile data charge of $7.84. The study found a gig in South Africa costs seven times that of a gig in Egypt and nearly three times that in Ghana, Kenya and Nigeria.
The high prices warranted an investigation as to how these costs could be lowered. ICASA, the Independent Communications Authority of South Africa, released updated regulations that target mobile data called the End-User and Subscriber Service Charter.

This regulation requires network services providers to:

  • Allow the rollover of unused data beyond the validity period
  • Allow the transfer of data between users if the users are on the same network
  • Users be sent notifications when their data usage reaches 50%, 80% and 100%
  • Allow users to opt-in or opt-out of out-of-bundle charges. In other words service providers are no longer allowed to let data automatically run over the subscribed limit and charge users out of bundle rates.

Consumers should contact their service providers to learn more about these regulations and monitor the costs of their data to ensure that these regulations are being adhered to.
