Construction Industry News and Views Edition 211 06 February 2023

Dear Members and Readers

2023 has commenced with the narrative that South Africa is in ‘crisis mode’. The energy crisis has taken centre stage alongside unprecedented levels of unemployment. The economy is in turmoil amidst fluctuating growth forecasts due to load-shedding, interest rate hikes, high inflation and several global factors. It is anticipated that the upcoming State of the Nation address will provide some reprieve for the country.

There is also talk of the declaration of a State of Disaster to deal with the Eskom crisis. Members will recall that the Association kept members regularly informed and provided assistance and advice during the COVID-19 State of Disaster. The Association will continue to assist members under such circumstances as required.

The Stats SA Selected building statistics of the private sector as reported by local government institutions, reflected an increase of 8.1 % in the total value of recorded building plans passed (at current prices) during January to November 2022, in comparison to the prior period. The total value of buildings reported as completed (at current prices) increased by 13,8% for the same period. In addition, the BER Building Cost Index (BCI) reflected that the annual growth in tender prices was still elevated at 10.9 % for the 4th Quarter of 2022, however, there was a moderation in the building input cost increases.

The Association has fixtured a number of member meetings, engagements, workshops, online forums and events for the year, all of which are designed to support your businesses to remain sustainable in the current business environment. Comments were submitted to the Department of Employment and Labour on the draft Physical Agents Regulations and the draft Noise-Induced Hearing Loss Regulations.

The Excellence in Construction Competition is open for entries and members are urged to enter their sites in the competition and showcase their high-quality workmanship. Entries for the Health and Safety Competition will open shortly.

In this edition of the newsletter, information is shared on how to prevent heat-related illnesses. Guidelines are provided for businesses to navigate through economic turbulence. The article covering the final word from the Constitutional Court on whether an unsuccessful tenderer can claim damages from the state makes for interesting reading. The benefits of having a construction contract are shared. Virtual recruitment and Working at Heights training are also highlighted in this edition.

Members are reminded to follow the Association on its various social media platforms – Facebook, Twitter, Linkedin and Instagram.
