The benefits of submitting a Workplace Skills Plan

The Workplace Skills Plan (WSP) displays the current skills gap within the organisation and outlines the steps required to address these gaps through training initiatives. The Annual Training Report (ATR) depicts the progress made in implementing the prior year’s WSP. Both these plans play an integral part in planning for the current and future skills required by the organisation to remain competitive.

Who must submit the WSP and ATR?
Organisations that have an annual payroll of over R 500 000 are required to pay a Skills Development Levy of 1% of their payroll to the South African Revenue Services (SARS). The WSP and ATR must be submitted by a registered Skills Development Facilitator (SDF) to the relevant SETA. Thereafter SARS pays this to the relevant SETAs. A Skills Development Levy (SDL) number is then allocated to each company.

What are the benefits of submitting the WSP and ATR?

  • Employers may claim 20% of their total levy contribution annually, known as the Mandatory Grant, through the submission of a Workplace Skills Plan (WSP) and Annual Training Report (ATR).
  • Only levy-paying organisations may access Mandatory Grant funding.
  • The Plan and Report may be used as an application for a discretionary grant for essential training.
  • Points will be earned under the revised B-BBEE Codes for the Skills Development priority element upon successful submission of the Plan and Report.
  • Skills Development positively promotes succession planning and Employment Equity in the workplace.

What happens if you do not submit the WSP and ATR?

Organisations that do not submit reports lose B-BBEE points as Skills Development forms part of the primary priority element of the B-BBEE scorecard.

When are the WSP and ATR due?
The WSP and ATR are due on 30 April 2023. The online portals for most SETAs are open for submissions.
